ABOUT ME

As I approached the milestone of working 20 years in the civil engineering field, I decided to start my own business.  As owner, I can focus on what I enjoy - helping municipalities foster responsible development.

 

Prior to this venture, my professional career including working 11 years as an engineer with the Town of Windsor, CT as well as working in the consultant field with a highly reputable multi-disciplinary engineering firm.  My experiences in both the public and private sectors enable me to identify differing project perspectives and goals, to facilitate collaborative discussions, and to achieve a unified path to success.

Over the course of my career I have designed, permitted, and provided construction administration for numerous infrastructure projects.  I also assisted the Town of Windsor in securing over $19 million in state and federal grants for capital improvement projects; reviewed more than 350 applications for new and redevelopment projects with respect to zoning requirements and stormwater quality impacts (including construction site runoff control and post-construction stormwater management); and assisted in drafting and managing the Town of Windsor's Floodplain Management Ordinance, Erosion and Sediment Control Ordinance, Stormwater Management Ordinance, and Illicit Discharges and Connections Ordinance.

Vision

My vision for WickedHoule Engineering is to:

​

  • Utilize my professional experience as both a designer and reviewer to provide value to land development and infrastructure projects with peer review services;

​

  • To obtain accurate property information so that owners and potential buyers are properly informed of the site characteristics which should be considered when selling, buying, or looking to change uses, alter, develop, or subdivide the property;

  • To provide a cost efficient services for construction inspection and project management needs of homeowner associations, municipalities, and local small businesses;

​

  • To help clients adequately assess development potential to properly estimate projected returns on investment and budget for necessary infrastructure improvements with feasibility reviews and capital project planning assistance; and to,

​

  • Help clients identify potential funding opportunities and prepare strong well-rounded applications for potential grant funding.

Experience and Qualifcations

The core services I have identified are those which I most personally enjoy and have proven success in accomplishing throughout my career to date.  My key qualifications include:

​

  • Professional Engineer Licensure in both Massachusetts and Connecticut.

​

  • Nearing 20 years of experience in civil and environmental engineering including the planning, budgeting, design, and construction administration of both public and private land development projects including residential subdivisions, commercial developments, schools and public buildings, roadway reconstruction, utility infrastructure upgrades and replacements, and culvert replacements.

​

  • Over 10 years of experience as Project Engineer with the Town of Windsor in public administration including citizen engagement, public communications, annual budget preparation, asset management, capital improvement planning, interdepartmental coordination, and collaboration with other governmental agencies.

​

  • Proficient experience in grant writing, successfully assisting the Town of Auburn, MA in receiving two separate MVP Action Grants totaling over $350,000 in FY19 and FY20, as well as assisting the Town of Windsor in receiving over $19 million in state and federal grants for capital improvements during my 10-year tenure.

​

  • Comprehensive understanding of long-term capital improvement planning, including experience directly assisting the Town Manager in developing Windsor’s annual 6-year Capital Improvement Program (CIP) which included over $169 million in scheduled projects in the FY19-FY24 CIP.

​

  • Familiarity with the meeting conduct of municipal agencies, boards and commissions and experience preparing meeting agenda’s and materials, public presentations at meetings, and ensuring timely follow up on questions and open action items.

​

  • Financial management experience and stewardship of municipal procurement policies, including development of contract documents for advertising, and writing proposals for both competitive and non-competitive bids.  

​

  • Annual assistance in the development of Windsor’s Annual Budget including the detailed budget preparation of the Department of Public Works and Engineering section of the overall budget which had an overall departmental budget of $7.4 Million in FY19, comprised of 9 separate General Fund accounts, approximately 45 employees, and 12 associated Special Revenue Fund Accounts.

​

  • In-depth knowledge of municipal asset management with hands on experience in the long-term planning for maintenance of a variety of capital assets owned by Windsor including: roadways, sidewalks, utilities, facilities, parks, and other amenities.

​

  • Participation with Windsor’s Development Services Team responsible for guiding the public and private development of land and buildings in Windsor. 

​

  • Positive attitude, ability to cooperate, and the desire to collaborate with residents, businesses, and others, to create synergistic solutions to both common and uncommon challenges.

​

  • Critical and entrepreneurial thinking skills, technical engineering knowledge, environmental edification, and professional experience to innovate new, creative, and valuable ideas.
